Disclosed are a method and device for determining a punching rate, which relate to the field of communications and can adjust the punching rate according to the current available resources of a cell and improve the resource utilization rate of the cell. The method of the present invention comprises: a base station controller obtaining a current available resource parameter of a cell; and the base station controller adjusting the punching rate of the cell according to the available resource parameter. The embodiments of the present invention are mainly used in the process of adjusting the punching rate of a cell.
