A drive circuit for a liquid crystal panel and a liquid crystal display. The drive circuit for a liquid crystal panel includes a first clock signal end (21) for inputting a first clock signal and a second clock signal end (22) for inputting a second clock signal, and further includes a first thin film transistor (23) and a control terminal (27). The control terminal (27) is provided between the first thin film transistor (23) and the second clock signal end (22). A suppression capacitor (28) is also provided between the second clock signal end (22) and the control terminal (27). The suppression capacitor (28) is used for suppressing the potential of the control terminal (27) to change when the potential of the first clock signal changes and the change of the second clock signal is opposite to that of the first clock signal. The drive circuit for a liquid crystal panel reduces the area of the frame region, simplifies the circuit architecture, and improves the picture display effects of the liquid crystal display.
