<P>PROBLEM TO BE SOLVED: To meet a requirement on a site side which requires transmission of personal information of a user when the user accesses the web site through a network to take action such as shopping, while taking protection of privacy on a user side into consideration. <P>SOLUTION: In a VP management server which associates anonymous identification data (B13P, etc.) which is identification data as anonymity of a user and is selectively used for each web site with identification data of the user (an address and a name, etc.) for determining and identifying the user and registers them, the user is allowed to anonymously access web sites using the anonymous identification data different for each web site and an electronic certificate for anonymity used when the user anonymously acts on a network is issued.
