PURPOSE: A tire inspecting device and an inspecting method are provided to simplify a structure of the device by measuring a run-out and a balance of a tire together using a single device. CONSTITUTION: A tire inspecting device comprises a profile measuring unit(10), an encoder(20), an encoder signal converter(30), and a control unit(40). The profile measuring unit obtains the profile data of a tire rotating around a wheel of the tire. The encoder is installed to be spaced at a predetermined distance in a vertical direction of the wheel. The encoder coverts a rotation angle of the tire into a pulse form, thereby outputting. The encoder signal converting unit calculates the number of shift pulses and a rotation speed of the tire according to an output pulse of the encoder and controls a measurement pulse of the profile measuring unit by generating new pulses. The control unit calculates the final profile data by rearranging the profile data of the tire obtained by the profile measuring unit according to the number of shift pulse received from the encoder signal converter and determines an imbalance of the weight of the tire by extracting the vibration of the tire from the final profile data.
