PURPOSE: A smart portable communication terminal for measuring radio wave quality and a method for measuring the radio wave quality by using the terminal are provided to input an agreement confirmation for the installation of a relay, records about an installation target product, radio wave quality measurement, and customer satisfaction into a computer system of a communication company. CONSTITUTION: A smart portable communication terminal is used for confirming the agreement of a customer about a relay(210). Radio wave quality before the installation of the relay and radio wave quality after the installation of the relay are measured(220). A voice, a signature, or an authentication picture is inputted into the smart portable communication terminal to prevent a customer to deny satisfaction in the radio wave quality after the installation and display of the relay(250). The inputted information is reported to a communication operator or a construction company(260).
