Provided is a task allocation optimization system that, in a system that is the subject of development incorporating multiple cores and configured from a plurality of states, allocates cores to tasks in a manner such that performance does not greatly worsen in a specific state. The task allocation optimization system optimizes by calculating for every state a state evaluation function value representing the favorability of a core allocation using the task set that operates in the state, and furthermore by calculating a consolidated evaluation function value of the entire operation of the system by consolidating the state evaluation function values across all the states that are the subject of evaluation.
