PURPOSE: A marine heterogeneous communication network control device and a method thereof are provided to control a mobile communication network of a vessel relay station and to embed a base station channel card and a terminal for applying heterogeneous communication methods to a wireless relay station. A resource management unit(550) manages wireless resources of a ground network, a satellite network, and a marine network and wireless resources of an inner network. The resource management unit manages wireless allocation information corresponding to a requested amount of the wireless resources.
