PROBLEM TO BE SOLVED: To obtain an accurate result of character recognition even when various speckle noises are generated in recognizing a character from an input image. SOLUTION: A run composed of black pixels continued in a horizontal direction or vertical direction is generated, and a plurality of speckle noises are detected from a run length frequency distribution that is a run frequency distribution measured for each length of the run. Runs having a length equal to or less than a threshold are removed, and runs having a distance equal to or less than a threshold are connected, to correct the image quality. An isolated projection that is an isolated run having a length of 1, in which a run is adjacent to only either the upper side or lower side thereof, and the number of isolated projections is used to determine presence/absence of speckle noise.
