<p>An organic EL device with a light diffusing element that includes a matrix containing a resin component and an ultrafine particle component, and a light diffusing fine particle dispersed in the matrix. Refractive indices of the resin component, the ultrafine particle component, and the light diffusing fine particle satisfy the following expression (1).
