PROBLEM TO BE SOLVED: To provide a road estimation device that can properly estimate a link corresponding to a road indicated by core points in divided regions of map data based on delivered information on core points. SOLUTION: A virtual CP is added to a parcel boundary (S110). In other words, in consideration of map data input in units of parcel and nodes set on parcel boundaries, a virtual CP being a new CP is generated on the parcel boundary. Specifically, when two CPs are located across the boundary of a target parcel, two line segments that connect a tip of a road shape given by a value of an attribute PDM and the two CPs are calculated, and a virtual CP is added to the intersection of one of the line segments and the boundary of the target parcel. Then, the attributes of CPs including the virtual CP are calculated/re-calculated (S120), narrowing down to the CP in the target parcel is conducted (S130), and a candidate link search process is executed.
