PURPOSE: Call control device and method using a message are provided to offer a call alarm message for a call request to a receiving terminal by interoperating with a call request using a message from an originating terminal and to perform call connection between the originating terminal and receiving terminal when a call response from the receiving terminal is received. CONSTITUTION: An interface(201) confirms a receiving terminal from a call request by interoperating with a call request form an originating terminal. A processor(203) generates a call alarm message with respect to the call request. The processor provides the call alarm message to the receiving terminal. The processor receives a call response from the receiving terminal. The processor performs call connection between the originating terminal and receiving terminal.
