PURPOSE: A channel assignment device in a communication system and a method thereof are provided to transmit and receive the massive data by minimizing interference between the neighbor channels in a frequency channel for transmitting and receiving the massive data. CONSTITUTION: A measurement unit(510) measures the CCA(Clear Channel Assessment) of terminals included in a communication system. A confirmation unit(520) confirms the fairness and unfairness of terminals by comparing the measured CCA with the set reference CCA. An allocation unit(540) converts the channel allocated to the terminals according to the measured CCA and the reference CCA. The measurement unit measures CCA on a secondary channel and a primary channel of the terminals.
