PURPOSE: Privacy protection action targeting for digital coupons is provided to determine whether or not the final user has a digital coupon receiving qualification without exposing sensitive information for a targeting strategy of the final user or a seller. CONSTITUTION: A smart coupon delivery system receives a reference-encoded message and generates a user-action vector for showing one or more action patterns of the final user(202,204). The system encodes the user-action vector for generating an action-encoded message(208,212). The system determines whether or not the final user has a digital coupon receiving qualification based on the reference-encoded message and the action-encoded message(216).
