PURPOSE: AP(Access Point) off-loading activation device and method of a WiFi system are provided to distribute a load in a corresponding AP when too many subscribers access to a specific AP and to modify a service channel of the corresponding AP. CONSTITUTION: An AP number measurement unit(310) measures the number of APs belong to each service channel. An idle time measurement unit(320) measures an idle time for a reference time of the service channel. An access subscriber measurement unit(330) measures the number of subscribers accessing the service channel. A channel control unit modifies the service channel based on the number of APs, idle time and subscribers. An activation check unit periodically checks a data transception state of a server and the AP. The activation check unit turns off power of the AP when the AP maintains the number of disconnected state more than a reference count.
