PURPOSE: A resource assignment device in a new generation wireless access network and a resource assignment method thereof are provided to effectively assign resources by considering interference between the cells in a wireless access network. CONSTITUTION: A terminal state information management unit(304) manages the state information of terminals. An integrated cell resource assignment priority determination unit(305) determines the resource assignment priority of the terminals based on the state information and the information of the terminals stored in the terminal state management unit. An integrated cell resource assignment unit(306) assigns the wireless resources managed by an integrated cell resource management to the terminals according to the priority determined in the integrated cell resource assignment priority determination unit.
