PURPOSE: A manhole cover locking device including a water pressure discharge function is provided to prevent a manhole cover from being flown out because a part of a manhole cover is opened due to a rotation iron and a hanging unit when the pressure of a manhole is generated. CONSTITUTION: A manhole cover locking device including a water pressure discharge function comprises a rotation iron(30) and a hanging unit(23). The rotation iron is connected to the lower part of a manhole cover(1) with a shaft(13) and comprises a long groove(31) including an opening unit. The hanging unit protrudes from a second bracket of a manhole support unit(2) and is located in the long groove of the rotation iron. An operation hole(3) is formed on the manhole cover, and a cover(4) is connected to the operation hole. A link is connected to between the cover and the rotation iron so that the cover rotates the rotation iron.
