PURPOSE: A variable speed control system is provided to prevent damage to peripheral devices connected to a pipe and to save energy by variably controlling the opening and closing speed of a flow control valve with a controller according to the type and condition of fluid and the size of the pipe. CONSTITUTION: A variable speed control system comprises a pipe(30), a flow control valve(50), and a controller(40). Fluid for cooling or heating is transferred by the pipe. The flow control valve has a speed-variable driving machine and is installed in the pipe to control the flow rate of the fluid flowing in the pipe. The controller is connected to a room sensor(11) installed in a room(10) to be cooled or heated to sense the temperature of the room; and a pipe sensor(31) installed in the pipe to sense the temperature, pressure, and flow rate of the fluid. The controller is connected to the flow control valve to control the opening and closing of the flow control valve.
