PURPOSE: A parking monitoring system using a camera and a method thereof are provided to predetermine a different correction method about a parking sector regarding a photographed parking sector and the location of a camera unit and to simply correct distortion of an image about the parking sector. CONSTITUTION: An image processing unit recognizes a parking sector facing a camera unit by determining the location of the camera unit regarding rotation through connection with a camera driving unit. An image analysis unit recognizes a vehicle and a license plate from an image corrected to the image processing unit. The image processing unit predetermines a distorted pattern of a photographed image and a correction method regarding the location of the camera unit and corrects the photographed image of a corresponding parking sector.
