PURPOSE: A verified user database building system, a user matching system using the system, and a method thereof are provided to search for optimal matching partners and to make relations with the partners by matching upper grade users. CONSTITUTION: A database stores user information about users and a first control unit obtains verification data about the user information and determines the user information based on the data. If the user information is truth, the first control unit builds a database based on the user information. The verification data is inputted by a manager and generated by scanning a document. The first control unit reads symbols or characters from the verification data to recognize sentences or words and the sentences or the words are classified with a predetermined standard.
