PURPOSE: A memory management device is provided to efficiently manage a memory by managing the memory by fixed packet unit and allocating the memory by variable packet unit. CONSTITUTION: A management unit(301) divides a memory into packet areas based on the size of a set packet and classifies the packet areas into multi packet areas. If first and second packet areas in the multi packet areas are not free, a processor(303) is interlinked with a packet area allocation request to compose a third packet including partial areas of the first and the second packet areas. The processor allocates the third packet area in response to the request. The processor is interlinked with a packet area return request to select and return one of the multi packet areas.
