PURPOSE: A small cell base station management system and a small cell base station management method thereof are provided to reconfigure the RAT(Radio Access Technology) of a small cell base station according to the request of a user terminal. CONSTITUTION: A small cell base station control DB(DataBase)(223) stores information for the RAT of a small cell base station. A processing unit(225) controls a communication unit and the small cell base station control DB. When a reconfiguration request is received from the communication unit, the processing unit updates the small cell base station control DB according to the reconfiguration request. The processing unit updates the information for the RAT of the selected small cell base station based on the reconfiguration request from the small cell base station control DB.
