摘要 <P>PROBLEM TO BE SOLVED: To suppress deterioration of a slid polymer electrolyte membrane effectively by not exposing the slid polymer electrolyte membrane to excessive heat, and to integrate a resin frame member and an electrolyte membrane/electrode structure well. <P>SOLUTION: A first diffusion layer 70a with a frame is obtained by welding a first resin frame member 24a to the outer periphery of a first gas diffusion layer 20b via a resin impregnation part 32a, and a second diffusion layer 70b with a frame is obtained by welding a second resin frame member 24b to the outer periphery of a second gas diffusion layer 22b via a resin impregnation part 32b.
