PROBLEM TO BE SOLVED: To improve encoding efficiencies of a luminance signal and a color difference signal by carrying out a compression treatment in a block size suitable for a luminance signal and a color difference signal.

SOLUTION: For a color difference signal as well, similarly to a luminance signal, the number of color difference maximum conversion block division hierarchies, which is the maximum number of block division hierarchies concerning a color difference signal, is set according to an input image, and a color difference signal block is hierarchically divided up to the number of color difference maximum conversion block division hierarchies at most, and a compression treatment of the color difference signal is carried out in a block unit after the division.
