PURPOSE: A security document printing method and a device are provided to prevent a printout from being printed in a general printing paper, thereby implementing printing security. CONSTITUTION: An image forming unit(105) forms an image corresponding to a printout by using a pressure roller and a heating roller. An image settlement unit(107) settles a toner on a printing paper. A control unit(103) controls execution of a printing paper load unit, a paper feeding transfer unit, and the image forming unit. A sensor(101) of the printing paper load unit determines whether or not a top of the printing paper is a security printing paper.
