PROBLEM TO BE SOLVED: To suppress deterioration of a toner carrier better than conventional without substantially increasing costs for an electric circuit.

SOLUTION: A developing device includes a toner carrying roller having a first electrode that is a lower layer conductive substrate, and a second electrode that is a surface electrode provided via an internal insulating layer; and applies AC voltages with the same cycle for temporarily reversing a potential difference between the first electrode and the second electrode to the first electrode and the second electrode, respectively to cause toner to hop on an outer peripheral surface of the toner carrying roller. The AC voltages applied to the first electrode and the second electrode (reverse-phase applied voltage and normal-phase applied voltage) are deviated each other in terms of a rising start timing and a falling start timing of a waveform of the voltage applied to the first electrode and a falling start timing and a rising start timing of a waveform of the voltage applied to the second electrode.
