<P>PROBLEM TO BE SOLVED: To provide a small solenoid valve which has high reproducibility of flow control. <P>SOLUTION: First attractive force is given to a first coil 12, and a movable iron core 15 is controlled in a first control position. Second attractive force is given to a second coil 13 and the movable iron core 15 is controlled in a second control position. In addition, a locking member 17 in a pilot part 10 is energized by a locking spring 16 to a valve seat 53 side. When the first attractive force is given to the first coil 12, the movable iron core 15 is locked by the locking member 17 and is positioned in the first control position.
