<P>PROBLEM TO BE SOLVED: To provide an image forming apparatus and an image forming method, configured to have high flexibility for optimization design of halftone processing, and to form an image suitable for combination configuration of dot formation units, when using two or more dot formation units which can be independently controlled on the basis of control signals. <P>SOLUTION: Associated data (Dc), where dot information in aggregate units (130, 220) of dots of the same color are associated with multiple values, are stored. By using halftone processing, input continuous tone image signals are converted into halftone image signals defined by multi-grayscale represented by the associated data (Dc).
