<P>PROBLEM TO BE SOLVED: To provide a treatment method not using a flocculant, an adsorbent, a filter or the like in the treatment of a polluted solution, and to provide a separation apparatus for substances dissolved in a solution, capable of treating seawater, pond water, river water or the like in case of emergency to ensure the same as living water and capable of also regenerating the polluted water. <P>SOLUTION: The method includes circulating a polluted solution within a tank 1, adsorbing substances low in electronegativity within the polluted solution on an adsorbing part 5 made of fluorine-containing fluororesin large in electronegativity, and flocculating and sedimenting others to separate the substances dissolved in the solution.
