PROBLEM TO BE SOLVED: To support isolation of a factor that a radio access point is not communicated with a radio client.

SOLUTION: An operator terminal 1 determines whether SSID of a radio access point 21 exists in a list of SSID received by a mobile terminal 5 and the mobile terminal 5 can be connected to the radio access point 21. The operator terminal 1 determines whether SSID of the mobile terminal 5 exists in the list of SSID received by a radio client 22 and the mobile terminal 5 can be connected to the radio client 22.
