<P>PROBLEM TO BE SOLVED: To provide a parking lot management system and apparatus capable of avoiding charging extra fees for multiple entries and exits during a predetermined period of time to a vehicle for which a predetermined parking fee has been paid. <P>SOLUTION: A park-lock parking lot management system involves a special parking ticket which can read and write parking lot related information and is granted on a continual basis to parking lot users, special parking ticket processing means, and vehicle entry/exit control means.
