<P>PROBLEM TO BE SOLVED: To make privilege giving linked to a charge rule of a communication charge contribute to suppression of increase in traffic of a mobile communication network. <P>SOLUTION: A utilization state management server 140 stores a charge rule of a communication charge imposed on a user of a mobile communication terminal 200; and manages a communication amount of mobile communication which the mobile communication terminal 200 has performed within one charge calculation period. A charge management server 110 imposes a communication charge corresponding to the one charge calculation period on the user according to the charge rule. A privilege management server 150 determines a privilege for a user subscribing a complete fixed amount plan, in which the communication charge is constant regardless of a communication amount so that given points are higher as the communication amount is lower within a range less than the communication charge. The charge management server 110 performs processing of giving points as the privilege to the user. Thereby, the existence of the privilege as merit suppresses unnecessary communication performed by the user subscribing the complete fixed amount plan, even under the condition that the communication charge to be paid does not change regardless of the communication amount. <P>COPYRIGHT: (C)2013,JPO&INPIT |
