PURPOSE: A device and a method for arranging the position of a rolling roll are provided to prevent injury to a worker by automatically controlling a driving unit according to an rpm transmitted from an encoder. CONSTITUTION: A device for arranging the position of a rolling roll comprises a driving unit(100) which moves a rolling roll to arrange the position of the rolling roll, an encoder(200) which is connected to the driving unit and counts the rpm of the driving unit, and a control unit(300) which is connected to the encoder and controls the operation of the driving unit according to the rpm of the driving unit transmitted from the encoder.
