The device (1) has a holding arm (12) removably connected to a receptacle (11) and rotatably mounted on the receptacle, where the holding arm comprises an opening (122) through which a plug of a charger of an electrical appliance is adapted to pass so as to maintain the device into an electrical outlet. Two reversible connection units define two perpendicular axes that connect the holding arm on the receptacle. Each reversible connection unit is provided in a form of a clipping unit, where the clipping unit comprises two jaws carried by the receptacle.
