PURPOSE: A character recognition device based on an image and a method thereof are provided to use a portable terminal without various processes, thereby conveniently sharing character information of a computer screen. CONSTITUTION: When an input image is inputted, an image determination unit(20) selects an interest area for image analysis in the input image and determines the kind of the input image by analyzing the interest area. When the input image is a display screen image which photographs a display screen, an image effect unit(30) applies an image effect to the input image. A binarization unit(40) binarizes the input image which applies the image effect. A character recognition unit(50) recognizes characters from the input image.
