PURPOSE: A record compilation system and a process method using the same are provided to construct a core infrastructure system recording the result and process of government head. CONSTITUTION: An audio visual management module stores audio visual recording material in a DB(DataBase) server and a file server(S1). A record compilation device generates metadata and audio visual data by using a user interface of a compilation terminal according to a file format of audio visual record materials(S2). An electronic book provides the audio visual data by using the metadata(S3).
