PURPOSE: A visible light responsive tungsten photo-electrode and a manufacturing method thereof are provided to make a large-size of a photo-electrode possible by firmly engaging tungsten oxide to a metal substrate by roughly forming a surface of a metallic substrate due to physical scratch or chemical acid treatment. CONSTITUTION: Visible light responsive tungsten photo-electrode using a metallic substrate includes the following steps. Tungsten oxide is coated on the surface of a metallic substrate having electrical conductivity. The thickness of the tungsten oxide coating layer is from 0.1 to 20 micro meters. The metallic substrate is formed with stainless steel or titanium. The surface of the metallic substrate is roughly formed due to physical scratch or chemical acid treatment.
