A frame (10) on which a reel (18) may be mounted, the frame (10) describing a reel mounting portion (16), a base portion (14) and a handle portion (12), the base portion (14) being provided between the handle portion (12) and the reel mounting portion (16), wherein the reel mounting portion (16) is adapted to allow the location on the frame (10) of a reel (18) in a rotatable manner above a surface on which the frame (10) is located and such that rotation of the reel (18) to deploy product therefrom is possible.
