<P>PROBLEM TO BE SOLVED: To provide a hollow tide embankment type refuge facility which makes an inside of a tide embankment available as a place of refuge. <P>SOLUTION: A number of subgrade driving members 3 consisting of piles and planks are intruded into a subgrade 4 in an inclined state, and become subgrade driving member rows inclined so as to be closer to each other toward an upper part while separated from each other toward a lower part so that the first subgrade driving member rows 5 and the second subgrade driving member rows 6 are opposed in inclination. An inclined flank cutoff wall 8 is provided integrally on the flank of each of subgrade driving member rows 5, 6 of the ground side, the upper ends of the subgrade driving member rows are integrally connected together by a top slab connection part 7 also serving for water cutoff to be water-sealed. The top slab connection part 7 is connected to the flank cutoff walls 8, and the subgrade driving member rows 5, 6 in an underground section are extended and project to the ground in the member axis direction to be a tide embankment which forms a part of a super structure.
