<P>PROBLEM TO BE SOLVED: To provide a video server device capable of continuously continuing a real-time streaming without imposing a burden on the receiving device side even when a transmission band of a network falls below a bit rate of the original video stream. <P>SOLUTION: A transcoder 3 converts a bit rate of a video stream to a set conversion bit rate instructed by conversion control means 7. Stream generation means 4 generates a transmission packet including a transmission rate measurement packet from the stream obtained via the transcoder 3. Transmission packet monitor means 8 monitors the transmission rate measurement packet in the transmission packet transmitted from a network I/F6 and outputs monitor information S8 specifying the average bit rate Br calculated on the basis of the monitoring results.
