PURPOSE: A power consumption control apparatus and method are provided to conduct optimum charging and discharging control in order to improve electricity efficiency. CONSTITUTION: A power consumption control and method comprises a step of calculating a discharging cost(406) and a charging cost; and a step of comparing the charging cost and discharging cost with each other. When the discharging cost is lower than the charging cost, a power conversion part is controlled to conduct a discharging mode. When the charging cost is same as or less than the discharging cost, the power conversion part is controlled to charge a power storage part by one electricity of new renewable electricity and grid electricity.
