<P>PROBLEM TO BE SOLVED: To provide a radio base station and a method for controlling transition between radio systems that autonomously determine whether radio wave measurement is necessary or not when transition between radio systems is performed. <P>SOLUTION: A radio base station enables communication in a first radio system and a second radio system. The radio base station includes: an estimation unit that measures information transmitted from a mobile station and estimates a propagation state between the mobile station and the radio base station when transition from the second radio system to the first radio system is requested; and a determination unit that determines whether radio wave measurement is necessary or not, on the basis of the propagation state estimated by the estimation unit when the mobile station transitions from the second radio system to the first radio system. <P>COPYRIGHT: (C)2013,JPO&INPIT |
