<P>PROBLEM TO BE SOLVED: To provide a filler used for a composition for forming an insulating layer, the composition forming the insulating layer that has excellent heat conductivity and insulation properties; a composition for forming an insulating layer; a film for forming the insulating layer; and a substrate having excellent heat dissipation properties and reliability. <P>SOLUTION: A filler is used for a composition for forming an insulating layer, the composition forming the insulating layer.
