A selecting unit (740A) selects a nearby facility to be presented to a user on the basis of a standard time indicative of a standard time to be spent on using each of a plurality of nearby facilities pertaining to the calculated charging time and the specified charging facility retained within the retaining unit (720A), and displays information on the selected nearby facility on a display unit (940). As a result, assistance can be provided for the effective use of the time needed to charge a storage cell onboard a moving vehicle at a charging facility.
