The airtight shell is formed of two heat insulating films that are put one above the other, with edges glued or welded air tightly. The two heat insulating films are black pigmented. The two air pipes are extended from an opening of the airtight shell and are inserted into the road. An independent claim is included for a method for preventing formation of ice on roads.</p>
