Provided are a device for controlling adsorption-desorption of a charged substance, a wastewater treatment device, and electrodes with which it is possible to freely remove and collect a charged substance at the desired timing and treat wastewater relatively inexpensively. A device (10) for controlling adsorption-desorption of a charged substance controls adsorption and desorption of a charged substance from a solution (3) containing the charged substance, and comprises an electrode (1) and an electrode (2) that are disposed separated from each other that are in contact with a solution containing a charged substance, a control part (4) for controlling the potential of the electrode (1) and the electrode (2), and a surface charge-variable material (13) disposed so as to be in contact with at least the solution (3). The surface charge-variable material (13) has a characteristic such that the surface charge changes in response to the surrounding pH in the solution (3). By causing the potential of the electrode (1) or the electrode (2) to change, the control part (4) controls the electrochemical reaction that accompanies the production or consumption of hydrogen ions or hydroxide ions at the electrode (1) or the electrode (2), changes the pH in the vicinity of the electrode (1) or the electrode (2), and causes the charged substance contained in the solution (3) to be adsorbed or desorbed by the surface charge-variable material (13).
