<P>PROBLEM TO BE SOLVED: To collect data to a communication device having various communication characteristics with high quality and efficiently. <P>SOLUTION: The data collection device for collecting data from a plurality of nodes includes a response transmission time instruction part, a response reception part, a reception scheduler, and a transmission scheduler. The response transmission time instruction part transmits a response transmission time instruction message in which transmission time of the data is specified to the node. The response reception part receives a response message containing the data from the node. The reception scheduler creates a reception schedule of the response message from the node on the basis of request information in which conditions of data collection from the node are defined. The transmission scheduler creates a transmission schedule indicative of the transmission time of the data for each node on the basis of communication characteristics between the reception schedule and the preliminarily acquired node.
