Provided are an information collection device, system, method, and program which, while protecting privacy, prevent lowering of accuracy of preference analysis in collection of behavior information. In the present invention, a behavior information storage unit performs association with a group ID in order to manage behavior information of a user, a group information update unit updates preference information of a group using preference information which is based on past behavior information which is tied to the group ID and latest behavior information, and a group list generation unit generates a group list of collections of group IDs of groups similar to the preference information of the group identified by the group ID which has been acquired from a user terminal in order to transmit the list to the user terminal. |
