<P>PROBLEM TO BE SOLVED: To provide a radio base station and a method for controlling transition between radio systems that autonomously determine whether radio wave measurement is necessary or not when transition between radio systems is performed. <P>SOLUTION: A radio base station enables communication in a first radio system and a second radio system. The radio base station includes: a measuring unit that measures radio waves transmitted from a peripheral radio base station in accordance with the first radio system; a setting unit that sets a measurement necessity criterion indicating whether it is necessary or not to measure radio waves, on the basis of the measurement result by the measuring unit when transition from the second radio system to the first radio system is performed; and a determination unit that determines whether or not transition accompanying radio wave measurement is to be implemented, on the basis of the measurement necessity criterion set by the setting unit when the transition from the second radio system to the first radio system is requested. <P>COPYRIGHT: (C)2013,JPO&INPIT |
