PURPOSE: A carrier wave assignment method is provided to reduce interference by assigning a carrier wave to a base station according to cell information including interference information. CONSTITUTION: An operation and maintenance system searches wireless resources of a wireless communication network and updates cell information indicating cells of a communication network(S110,S120). The operation and maintenance system searches an access mode of a connected base station(S130). The operation and maintenance system searches the wireless capacity of the base station(S140). The operation and maintenance system assigns a carrier wave to the base station according to the wireless capacity, the access mode, the cell information, and the wireless resources(S150).
