<P>PROBLEM TO BE SOLVED: To solve a problem in which a program with harmful intent, such as stealing a personal identification number, possibly sneaks when application software operating on a general operating system is loaded, while a terminal device for physical distribution is required both to perform general goods management and to execute payment settlement by a card, and the like. <P>SOLUTION: The terminal device has a dedicated processing part for executing the dedicated application for the terminal, an application processing part for executing an application written in a general language, an IC card reader part, a shutter part, an input part, and a display part.
